4. Plan A to Address Boundaries for the New School on the Far West Side and Boundary Changes to the Memorial Attendance Area

(Written materials provided in advance: memorandum from Art Rainwater dated 12/13/07 re: Long Range Planning - information for binder with attachments - Plan A dated 12/10/07, Original Conceptual Plan for Boundary Changes dated 11/13/07, Memorandum re: A Conceptual Long Range Elementary School Construction and Land Acquisition Plan, History and Forecast Chart, MMSD Elementary School Capacities chart - all attached to the original of these minutes.)

Carol Carstensen began the meeting by noting the major differences between the original Conceptual Plan for setting boundaries for the new elementary school on the west side and for other boundary changes in the Memorial Attendance Area. She introduced Kurt Kiefer and Tim Potter who, using Maptician, highlighted each of the changes individually. Some of the results are that fewer students will be moving, fewer low-income students will be moving, there is a narrower range among building capacities, and a narrower range among high- and low-income populations at schools affected within the Memorial Area. Ms. Carstensen noted there will be more discussion about this plan, including opportunities for the public to respond. She asked that any comments or suggestions be forwarded to Kurt Kiefer or Sue Abplanalp.

DISCUSSION:

Affect on SAGE contracts.

Transportation analysis.

Allied Drive - interest in a scenario that would have all students assigned to the same school.

Assigned middle school for the new elementary school.

District elementary enrollment concerns and space available.

Ms. Carstensen indicated that, given needs and negotiations for land for an additional elementary school in the Leopold area, she would ask the Board of Education to create a task force/committee to make recommendations regarding the West and La Follette areas. She asked that the Administration come back to the committee with a proposed structure, timeline, and charge.

Ms. Carstensen noted all materials will be available on the MMSD website.

FOLLOW-UP:

Transportation analysis

Scenario with all Allied Drive students assigned to the same school

Include middle school assignment in the next plan

5. Other Business

There was no other business.

6. Adjournment

It was moved by Lucy Mathiak and seconded by Beth Moss to adjourn the meeting at 7:20 p.m. Motion unanimously carried.
